Is a new spirit of transparency and responsibility implied by the revelation of WikiLeaks MI5 offered in 2005 to share its secret files on the State of collusion with loyalists hitmen to assassinate Belfast Pat Finucane in 1989 human rights lawyer?
I don't think so. This offer has been made under pressure Dublin and Washington which has valiantly attempted to persuade the British Government to call a Commission of inquiry into the murder.
It was made after the Loyalists had posted documents of Catholic citizens security services caches. This is after London, Washington and Dublin had been given the name of the guilty - revealed in a dossier submitted to Governments by the dreaded British Irish Rights Watch ten years after the death of Finucane.
MI5 offer came from marathon investigations by the metropolitan police Commissioner former Lord John Stevens. In 2003, he concluded that there was collusion. But his report on the Finucane has never been published.
Peter Cory, a world-renowned, judge appointed to look into the collusion discovered in a few months of secret files on Finucane who had escaped to Stevens he came after that. And he had his case, Cory Collusion report: Patrick Finucane, was later published in April 2004 - once more under pressure from Dublin.
Cory has revealed that the security services had been keeping files on 1981 Finucane, files in 1988 registered plans to kill him. MI5 offered free files, but only if the Government itself controlled public inquiry.
This has been assured by Tony Blair's decision caused by case Finucane - to change the public inquiries Act. The new Act investigations rushed by Parliament in 2005 guaranteed that the Government may restrict the scope of any investigation into the death of Finucane. This is why parents - with the support of Cory - have so far refused to cooperate.
MI5 is ready to open up its books on this exposed execution counter-insurgency system Britain in Ireland North, then it is probably because he felt confident it could divert attention away from himself and pointing the finger to the police and army.
Task force, the force research unit special police squad and were all present at the murderous conspiracy.
Briefings by the Finucane and other security services lawyers Ireland North has gone - by the Joint Commission information - all in top, Downing Street. MI5 hopes to take control of a story that inevitably bleeding beyond the capability of the elite security for the limitation of damages.
When a State sanctions the murder of citizens, in particular to citizens who are lawyers, it puts the rule of law and democracy in danger. And when an auxiliary killers entered State he relents his monopoly of State secrets: he may be feeling omnipotent, but it is also vulnerable to disclosure.
Episode reminds us why we need truth and reconciliation process: is there no relationship recognition symbiotic security UK services with loyalty during the armed conflict in 30 years.
Secretary of State of the coalition for North Ireland, Owen Paterson, tends to put in place a public inquiry on Finucane. We must insist that it is entirely public sees these MI5 files, but also the runway to the Government so that it can examine the collusion not an event, but as a system.
